Adminguide HTML version.

A very rough HTML version (straight LaTeX2HTML so it is missing the pretty
images, recycled electrons available upon request for you to create your
own) is available as a tarball on the ftp site or can be viewed online at
http://www.no.embnet.org/Programs/SAL/EMBOSS/adminguide/index.html

This is now concurrent with the PS and PDF versions and includes details
of the new EMBOSSRC environment variable.
