File locations

When one is asked to specify file locations, should it be possible to
specify URIs instead? It would be great to be able to update eg rebase by
specifying ftp://ftp.ebi.ac.uk/pub/databases/rebase/withrefm.008 instead
of downloading then extracting the file.

Just a thought and definitely on the backburner list.
