[DAS2] duplicate use of VERSION

I should have added...

Even though they are not duplicate element tags, they
should not have the same name as it causes confusion.  For
example, someone seeing "version" may think it is the
name/uri/url for a VERSION element when it is absolutely not.

Still would like it.
