I also had problems compiling dazzle from cvs with Tomcat 4. My 
explanation was that dazzle implements Java Servlet 2.2 specification, 
while  Tomcat 4 implements Java Servlet 2.3. I was able to compile 
dazzle using servlet.jar from Tomcat 3.
