[BioSQL-l] Rank terms

It's to maintain comments/references/annotations etc. in a particular
order so that they always appear in the same order when extracting
information from the database. Theoretically, anyway.
However the only script in bioperl-db which refers to it is
scripts/merge-unique-ann.pl, and nothing else in bioperl-db or
biojava-live currently refer to it which suggests it is usually entirely
ignored.
