[BioSQL-l] Oracle version migrated to Singapore

I checked in the migrated Oracle version and updated the INSTALL 
document.

If you have a running instance of the pre-Singapore version, check out 
item 0) in the INSTALL document (sql/biosql-ora/INSTALL) for how to 
migrate the schema.

Note that if you want to upgrade to the current version of bioperl-db 
for Oracle you *must* migrate the schema.
