Yes.

I guess Michael was referring to this? I'm not so concerned about 
that but that's my personal bias and doesn't mean it doesn't deserve 
as much attention.

This mostly affects storage and queries of/using ontologies. E.g., 
in biosql, give me all tags (ontology terms) and values a particular 
bioentry is associated with. Instead of literally enumerating all 
possible terms, you ask for those in an ontology of a particular 
name, e.g. 'Annotation Keys' in this case.

I don't see yet where we would use this in e.g. SeqIO.
