[BioRuby] RFC: the BioRuby panel

What is the BioRuby panel?

    The BioRuby panel is an elected body of volunteers out of the
    BioRuby community consisting of active code contributors to the
    BioRuby project.  BioRuby is defined in the widest sense here,
    i.e. the library, website, and biogems.

What is the goal of the BioRuby panel?

    The goal of the BioRuby panel is to represent the BioRuby project
    in terms of directing software and tool development and
    popularizing BioRuby.
