[Biopython] Biopython 1.80 in progress

That's the Biopython 1.80 release live on PyPI with wheels, the API and
Tutorial documentation live, just the main website and a blog post etc to
finish up.

Others with commit rights, please feel free to resume merging pull requests
as usual.
