[Biopython] Biopython 1.78 plans - please help with testing

Hello all,

I took Chris up on his offer of help and after doing the version bump and
triggering the wheel builds, handed over to him. His release PRs are now
merged, wheels uploaded, blog post live:

I still need to do a little more stuff like the git tab, post release
version bump, and the announcement email. One glitch was the AppVeyor
windows builds did not get stages as expected, but I could get them from
the AppVeyor artifacts cache instead.
