[Biopython] Obsolete python-dev mailing list references in wiki

Dear all,

According to the Biopython wiki the contributors should send the mail to
python-dev at biopython.org mailing list before submitting the source code (
https://biopython.org/wiki/Contributing) and announce a new release (
https://biopython.org/wiki/Building_a_release). Both pages are referenced
in the Documentation for Developers section of the Documentation page (
https://biopython.org/wiki/Documentation).

Since January 2018 biopython-dev at biopython.org mailing list is closed and
these references are obsolete. Such situation could be confusing for new
contributors (if they have not read Mailing lists wiki page).

I submitted pull request to replace biopython-dev at biopython.org to
biopython at biopython.org on the whole site.
