[BioPython] routine retrieve_pdb_file() from Bio.PDB.PDBList store PDB file in a local file anyway.

Hi, 

I found the routine retrieve_pdb_file() from Bio.PDB.PDBList store PDB
file in a local file anyway, even if you set parameter "write" to 0. I
checked the souce code and I found the parameter "write" is not
checked in the routine. Could this be a bug?
