[BioPython] New (mis)managemanet

Hi folks,

I guess I'll be taking over some admin duties in Biopython for a while.
Some problems have been building up over time, and need to be addressed.
Also, a new version rollout can't hurt, once we address the backlogged
CVS submissions, and bugzilla entries.
