Not sure (tag) and yes (release). I.e., the question is whether 
bioperl-db releases should be numbered the same as Bioperl, or receive 
its own release numbering.

(The BioSQL release is also imminent to semi-coincide w/ the paper, but 
will be called 1.0.)
