[Bioperl-l] Disabling web tests [some tests fail on Mac OS X]

The following tests now fail when offline (v 1.304):

HNN.t
ESEfinder.t
GOR4.t
Domcut.t
Sopma.t
MitoProt.t
DBCUTG.t
