[Bioperl-l] Disabling web tests [some tests fail on Mac OS X]

I disabled web dependent tests in t/Scansite.t for the time being since they
have been hanging tests.
I did this so that these tests are run only if BIOPERLDEBUG is set. Is this a
way forward?
