[Bioperl-l] Bio:Tools::Primer3, Bio::Seq::PrimedSeq, and Bio::SeqFeature::Primer

The latest version is at: http://www.salmonella.org/bioperl/primer3_v0.3.tgz

This has fixed the name of ePCR to PCRSimulation as suggested by others, and 
a few minor bug fixes (though not the one that is causing trouble with 
Root::IO, sorry!).
