All human GIs would be a rather large request.  Are you interested in
retrieving all human gene sequences?

If you would like to retrieve specific sequences as bioperl sequences you
can use the Bio::DB::GenBank to get nucleotide requests and
Bio::DB::GenPept for protein requests.  I would suggest reading the
documentation on http://docs.bioperl.org/
