[Bioperl-l] cleaning up Bio::DB

I am looking at moving the Bio::DB retrieval mechanisms to LWP instead of
the raw socket opening that currently happens... Somehow I thought this
had already been taken care of, but apparently not.  

I know some of you have already hacked this locally, I am happy to migrate
your changes to the main-branch or I can write my own changes to move to
LWP.  Any other suggested changes are of course welcome as well.
