Of course!  I installed Perl ages ago on this machine and haven't bothered
to keep upgrading it.

The script:

require 5.005;

produces:

"Perl 5.005 required--this is only version 5.00307"

Now, as you say, the makefile.pl should fail - but I've never bothered to
use it on Windows, since it is possible just to unzip the modules into the
library and start using them straight off (crashes like this one aside -
this is the only example so far).

Maybe there should be some strict instructions somewhere to tell
Windows-ites to run makefile.pl???

This suggests to me that you have a version of
Perl prior to 5.004 on the Windows NT machine.
