Bioperl: LFR RFI updates

If anyone notices any defects in our RFI response (HTML or otherwise), 
let me know soon. I corrected some HTML errors and did some slight 
re-organizing (put the Bio-Object framework stuff into a separate section).

Thurs or Fri I will let the OMG know about the corrected version so they 
can update the version at their site. They seem willing to do this. Can't 
do anything about the hard copies which are already sent, but I'm not 
looking for major content changes.
