New Bio::Seq and Bio::Seq::Parse (.025 BETA)

Hi folks,

I wrote a crude Parse.pm that serves as an interface to ReadSeq and made
the appropriate changes to Seq.pm.

I'll make a more complete mailing on Monday which will be much more
specific with regard to what has changed and what still needs to be done.
As usual I've got a bunch of questions to ask :)
