[BioLib-dev] Towards a release

Please test. It is critical we have some wider testing. All Unices
should work for Perl.

I have just updated the Affyio module. I am looking into generating
the documentation and Steffen Moeller has started on a Debian package
where we will link against external BOOST and EMBOSS packages.
