[Biojava-l] [Biojava-dev] biojava-legacy version 1.9.0-rc1 release candidate on Maven Central

Thanks Michael!

In the meanwhile I have also made progress with uploading biojava 3 (going
to be 4 as of next release) snapshot builds to the https://oss.sonatype.org/
repository. This is the most important step of getting this out to Maven
central. I think this sets the path so from the next release on, we are
going to distribute via Maven Central.

As of the already existing biojava3.0, I believe Trevor Paterson uploaded
that a while ago, as a third party dependency.
