[Biojava-dev] BlastXML parser fixes

I've put in some fixes and a jUnit test for the BlastXMLParserFacade class 
that fix an earlier breakage from SAX changes.

Could someone using Windows please sync with CVS and check by typing:-
ant -Dtest.subtree=org/biojava/bio/program/sax/blastxml runtests

that it is working on that platform too.  I have checked Linux and MacOSX.
