Either option sounds OK.
I'm not sure why they are not reusable. The bowels of the feature machinery are a dark and scarey place. My preference would be that they can be reused but if they cannot then an exception (or at least some strong documentation) would be the way to go.
Hopefully Thomas or Matthew can shed some light on why Feature templates behaive this way.

I'm not too worried about how to achieve the affect, more how to avoid
the misuse (by people who don't know better ;-)) of the template
object. I think that either it should be valid to reuse the template
objects themselves, or they should somehow be marked as unusable by
the createFeature process, so that any attempt to reuse them results
in an exception being thrown. What say you?
