[Biojava-dev] Changes to WebSequenceDB and NCBISequenceDB

Hi -

I have made some changes to WebSequenceDB and NCBISequenceDB to make
them more flexible and in the case of NCBISeuqenceDB use NCBI's new URL
structure. I don't think I have broken any API but let me know if I
have.
