Perhaps then you can create that information locally first to avoid the 
chicken-egg issue?

Registering is that last thing I do when I use MobyServlet 
(http://biomoby.open-bio.org/CVS_CONTENT/moby-live/Java/docs/deployingServices.html). 
In fact, MobyServlet will not let a service be registered unless it 
passes a live test...
