It was not used since jMoby started to use Maven repository instead.

Yes, it is defunct - I have stopped a cronjob that runs the update a while
ago.

The question is not much where to put it but how to put it :-) These war
file should end up in the location you mentioned (
http://biomoby.org/jmoby-jars/jars-archive/)<http://biomoby.org/jmoby-jars/jars-archive/SAWSDLServlet.war>-
the location still exists and is accessible from outside.
