But, what does it happen if a service provider suddenly "disappears" (e.g. DNS
failure)? If QoS is stored just besides the service host, the Central Registry
could not fetch the QoS information in that case.

And, what does it happen if a QoS service provider suddenly "disappears" (e.g.
again DNS failure)? Service is usable, service is reachable, but QoS isn't...

Also, QoS is perceived in a different way depending on the place where your
client is plugged. The real QoS of a japanese service is different when you
are in Japan than when you are in Europe.

So, I have just realized that perhaps a possible answer is having replicated
QoS metadata servers spread around the world, related in some way to MOBY Central.
