...almost automatically imply what should be returned... but not
explicitly enough for my tiny brain :-)  Explicitly, what do you want
getData to return?

Other than this confusion, I agree with most observations in your
message, on first reading.  Versioning of LSID's creates added
complexity at the database end of things (since we need to keep track of
all objects that have been deleted... forever!), but we are all familiar
with these complexities and I guess there's no way around it once you
start using the LSID standard.

What isn't clear to me, however, is how this solves the problem that you
are saying it will solve.  If you have cached the RDF for all objects
locally, how does a versioned LSID save you any time?  It seems that it
would actually make things *slower*, since it is then necessary to
resolve every individual LSID to see if it were still up-to-date, rather
than simply loading the entire ontology from scratch.  Am I
misunderstanding how you intend to use the versioned LSID?  (Maybe if I
understood what you are expecting getData to return, it will be obvious
to me how it fixes the problem?)
