Well, I have developed many XML based formats, and I have used maaaany 
different tools since I began. I agree with Tom about XSD, . A useful 
open source tool is Pollo (pollo.sourceforge.net). Other ones are 
XMLmind XML Editor (http://www.xmlmind.com/xmleditor/) and oXygen 
(http://www.oxygenxml.com/), which I used to generate the documentation 
for a XML Schema I developed using Pollo (see 
http://www.pdg.cnb.uam.es/ORIEL/iHOP-XML-ORIEL.html).

I'm quite busy now, but if you give me one week I can do that.
