[MOBY-dev] vote on the RFC discussing Error Reporting

I vote in favour of RFC 1863 (I've added my vote in bugzilla too).

Martin, I agree that bugzilla is currently fairly obscure, mostly because 
nobody has had a reason to go there until recently. However, I think if you 
hang out there a little, you'll find it's not so inhospitable. It has the 
advantage of making it much easier to track the history of our decisions. 
It is also quite a bit easier to associate documents with those decisions, 
especially as they are revised over time.
