Kai, I am thinking of creating a Journal of Open Data in the vein of
JOSS (of which I am an editor):

Do you think that would make an interesting project for a student - to
develop the submission system etc.? I don't want to lean on github.
But maybe gitlab or notabug will do. There is software to be written
anyway.
