[EMBOSS] question about EMBOSS-GUI help system

The problem is that the GUI sticks a <base> tag in the header of each
page it generates.  This isn't necessary at all anymore, so I'll fix the
code and put up a new package at http://bioinfo.pbi.nrc.ca/~lukem/

I'll reply to this thread when the new version is up.
