[BioRuby] A Ruby library for the RESTful Ensembl API

Hi all,
Alberto developed and completed his undergraduate project in collaboration
with us in PTP. We thought having the new beta Ensembl REST API covered by
a BioGem was important and Alberto did a good job and in a short period of
time.
