[Biopython] Proposal for GSoC 2018

Hi Sourav ,

I've made a few comments on the draft.

I appreciate you may be hoping to design this with a potential mentor,
but right now the technical side of the project is still incredibly vague.

Also, regarding the Open Bioinformatics Foundation (OBF) Travel
Fellowship:

I was on the OBF board at the time (and still am), but given my Biopython
commitments judging your fellowship application to attend BOSC 2017,
present the Biopython Project Update 2017 talk, and participate in the
Codefest and  was a clear conflict of interest, so I was not involved in
that selection.
