[Biopython] Deprecating Bio.EZRetrieve, NetCatch, FilteredReader and SGMLHandle

Hi all,

The minor modules Bio.EZRetrieve, Bio.NetCatch, Bio.File.SGMLHandle,
Bio.FilteredReader were declared obsolete in Release 1.50. Are there
any objections to us deprecating them in the next release?
