	Manitoba has made significant changes to improve the highly
successful Provincial Nominee Program. As of May 2004, the Manitoba
Provincial Nominee Program has introduced new assessment and nomination
criteria for skilled worker applicants with a genuine intention and ability
to establish themselves successfully in Manitoba. 
	
	The new Application Kit includes changes in processing procedures
and selection criteria so that eligible applications can be processed more
efficiently and priority applicants with a strong connection to our province
can be processed more quickly. These changes include: 
	
- Six New Assessment Streams: 

The new Manitoba Provincial Nominee Program features six assessment streams
with distinct eligibility criteria depending on the type and strength of
your connection to Manitoba. 

- Five Priority Assessment Streams: 

These streams allow applicants who meet clear criteria indicating that they
have a strong potential to establish successfully in Manitoba to have their
applications assessed more quickly. 

- One General Assessment Stream: 

This stream features a new adjusted point system so that applicants with a
connection to Manitoba and demonstrated employability in this province have
a greater potential for a successful application. 

- New Application Criteria: 

Our Application Guidelines provide clear and concise instructions explaining
the new criteria for submitting your application to one of the six
assessment streams.

- Expanded Occupational Eligibility: 

New occupational criteria make the program more accessible to workers in a
wider range of occupations as long as their occupation is not on Restricted
Occupation List. 

- Restricted Occupation List: 

This list is included with the application guidelines and is updated
regularly on our website. The list informs applicants which occupations are
subject to restrictions due to licensing, accreditation, or employability
issues. This list replaces the previous High Demand Occupation List which,
effective May 1, 2004, is no longer in use.

- Pre-Approved Job Offers: 

Manitoba will only recognize job offers that have been pre-approved by the
MPNP. Employers must apply to the MPNP for pre-approval of a job offer,
before an applicant can apply with a job offer from that employer. This
ensures that only bona fide job offers will be provided to applicants and
allows the MPNP to work more closely with employers to assist them in
meeting their labour force requirements. 

- A new Manitoba Provincial Nominee Application form, which includes a new
document checklist, will assist applicants to submit complete application
packages. That means faster processing.

- Affidavit of Support Form: 

This form makes it easier for close relatives, distant relatives, and
friends in Manitoba to demonstrate their genuine support of applicants to
the MPNP. 

- New MPNP Rules for Immigration Representatives: 

Manitoba recognizes and supports the Government of Canada's initiatives
towards the regulation of paid immigration representatives. Effective June
1, 2004, Manitoba will not recognize or release information to any
Immigration Representative who is not a member in good standing of the
Canadian Society of Immigration Consultants (CSIC) or of a law society

	Manitoba does not require or endorse the services of any paid
immigration representatives and reserves the right to deal directly with any
